As a Tunisian and African parliamentarian, member of the PAP, I believe that the relationship between the PAP and the European Parliament took a sound first step and could be consolidated in favour of citizens’ representation in both continents, of historical ties between Europe and Africa and vice-versa.
Given the fact that the PAP is a new organ of the African Union, that the headquarter is in South-Africa since its creation in 2004 and that it established sound relations with the European Parliament, namely concerning economic exchanges, I think that the European Parliament could outline a strategy of cooperation, training and collaboration with the PAP, in order to achieve further representation of the two populations.
As a parliamentarian of the Chamber of Deputies of Tunisia and of the Pan-African Parliament, I believe that the process of elaborating an Africa-Europe Joint Strategy will bring an added value to both actors, namely in the exchange of know-how, in the elaboration of propositions of law and of resolutions for the implementation of the Millennium Development Goals. The experience of the European Parliament is wide in this field and Africa, through its parliamentarians acting as intermediaries, could equally share the regional experiences of the continent concerning land, the richness and diversity of nature, traditions and African history.
The last African Union summit in Accra featured the discussion on the different positions of PAP, governments and civil society of the African continent concerning the creation of the United States of Africa; institutional future of the African Union is certain. Evidently, in Africa there are thematic priorities to be dealt with in the field of sustainable human development such as poverty, maternal and infant death, illiteracy and unemployment, knowing that Africa possess natural resources which could be exploited to fight plagues. The European Union, by consolidating its relationship of cooperation and collaboration with the African Union, could contribute to the realisation of our continents’ common strategies.
