A public consultation was launched by the African Union Commission and the European Commission at the beginning of February 2007. The aim was to gather civil society recommendations on the joint EU-Africa Strategy that was approved at the planned EU-Africa Summit in December 2007.

The consultations towards the drafting of the Africa-EU Joint Strategy were divided into two phases, following the official negotiation process. The first phase lasted between February 2007 and May 2007, leading up to the joint EU-Africa Ministerial Troika Meeting on 15 May 2007 where an outline of the future joint Strategy was approved. The second phase of the consultation took place from May 2007 until the EU-Africa Summit in December 2007, where the Joint Strategy was officially approved. The consultations were concluded with the approval of the Joint Africa-EU Strategy at the Lisbon Summit 2007.
