This CONCORD Briefing Paper -not to be confused with the report published in February, before the conclusion of the revision of the Cotonou Partnership Agreement (CPA)- was submitted to the ACP and EU Parliamentarians at the occasion of their 19th Joint Assembly on the 27th of March. CONCORD expresses “serious concerns on the lack of transparency of this revision. Full transparency would enable a better involvement of the European Parliament, the JPA, ACP national Parliaments and civil society in the EU and ACP countries in the process. This would not only enhance legitimacy and democratic participation, but also enable citizens to hold their governments to account”. Read the paper here.
