On 28 May 2010, the North Africa Regional Capability (NARC) Executive Secretary, Major-General Ahmed Abdallah Aoun, signed, on behalf of NARC, the Memorandum of Understanding on cooperation in the area of peace and security between the African Union, the Regional Economic Communities and the Regional Standby Brigades of Eastern Africa and Northern Africa, at the Headquarters of the African Union in Addis Ababa.
The signing ceremony was witnessed by the AU Commissioner for Peace and Security and the Libyan Ambassador in Addis Ababa.
Commissioner Lamamra and Major-General Aoun availed themselves of this opportunity to assess the status of preparedness of the NARC in terms of mobilizing the military, police and civilian components which are needed to operationalize the Northern Brigade in the near future. They also exchanged views on the time-frame for the full operationalization of the African Standby Force (ASF). They agreed that the signing by NARC of this Memorandum of Understanding is a significant contribution towards the efforts of the African Union to achieve peace, security and stability in the whole continent. Bearing in mind that the latter process as well as operationalising the ASF are among the main objectives of the Peace and Security Partnership of the Joint Africa-EU Strategy.
