EU Council conclusions on the Court of Auditors’ Report “Effectiveness of EDF support for Regional Economic Integration in East Africa and West Africa”

EU website. The EU Council welcomes the Court of Auditors’ Special Report No. 18/2009 on the effectiveness of European Development Fund (EDF) support for Regional Economic Integration in East Africa and West Africa. The purpose of the audit report was to assess whether EDF support for regional economic integration in East Africa and West Africa had been effective. The Council also notes that the conclusions and recommendations of the report could contribute to a more effective EDF support for regional economic integration and a more coordinated management of regional programmes.

In addition, the Council reaffirms the high importance the EU attaches to regional economic integration as an important vehicle for economic growth and poverty reduction. In this framework, regional economic integration can contribute to the achievement of the primary objective of EU development cooperation policy as well as to the attainment of the Millennium Development Goals.

The Council notes that the regional integration process is making progress in both regions in terms of agreements being reached on regional objectives and policies relating to trade and transport issues. However, it takes note of the Court’s assessment that, due to a number of factors, EDF support for regional economic integration has so far been only partially effective.
