EU using legal loophole to send 150 m euros in aid to Sudan

The Earth Time Online Despite the government’s refusal to sign key documents, the EU is sending aid to victims of conflict. EU aid to ACP countries is governed by the Cotonou Agreement on human rights and development. The Sudanese government has refused to ratify a revised version of the deal, making it legally impossible for the EU to send aid there out of its current development funds.But EU member states on Monday agreed to take money left over from an earlier development fund so that they could offer aid to conflict victims, especially in the war-torn South and the province of Darfur.
