Additional points from the public consultation on the joint EU-Africa strategy

We have received 15 position papers since the end of May. This document provides a summary of the main ideas presented in order to feed into the official negotiations before the joint misisterial troika meeting on 31 October. Some points made in the first phase of the consultation, up until May, have been stressed further, and new ones have been made.

Brief introduction to EU-Africa Strategy Process

A public consultation was launched by the African Union Commission and the European Commission at the beginning of February in order to gather civil society recommendations on the joint EU-Africa Strategy to be approved at the planned second EU-Africa Summit in December 2007. The consultation moved to a second phase with the approval of an outline of the future joint Strategy on 15 May by the joint EU-Africa Ministerial Troika Meeting.

In the second phase, ECDPM will focus on sharing information on the official negotiations, on related events and positions of civil society representatives as well as provide some analysis on the progress of the negotiations. Contributions and position papers will be published, and shared with the officials and all interested actors. Please send us documents and information that you would like to share:

What is planned for the second phase of this consultation?

The second phase of the consultation will take place from May 2007 until the EU-Africa Summit foreseen in December 2007. An outline of the future joint EU-Africa Strategy was approved at the EU-Africa Ministerial Troika on 15 May 2007, thus providing an official basis for civil society organisations to engage upon. As of May, the consultation will thus be of a different nature, relating to the outline.

ECDPM will continue to provide the following:

  • Updated information on the process: official negotiation process, timeframe, various position papers published and events organised by civil society organisations, etc. This website will be updated regularly and regular bulletins will be sent to provide all interested actors – among which the negotiators – with the latest information (to subscribe, please send an e-mail to:
  • General analysis on the progress of the negotiations as well as on specific content issues when necessary

Various events are planned on both continents, by civil society organisations as well as the AU Commission. You will find a complete calendar of relevant events on this website. Please send us information about relevant seminars/conferences you are aware of.

Pre-AU-Summit Civil Society Forum

A pre-Summit Civil Society Forum was held in Accra, Ghana, on 19-21 June. It included a discussion on the way forward on the Joint EU-Africa Strategy as well as a presentation of the public consultations so far.

The public consultation on the joint EU-Africa Strategy

What is the state of the debate and to what extent are civil society recommendations reflected in the outline?

Recommendations have been given by civil society in Europe and Africa mainly through two seminars (in Accra, Ghana and in Bad Honnef, Germany) and the Internet consultation. This ECDPM paper summarizes issues raised and provides an analysis of to what extent these have or have not been integrated in the outline approved on 15 May. On the basis of this, suggestions are made of points that could be the basis of the public consultation until the Summit at the end of the year.

First outline of strategy endorsed

A draft first outline of the joint strategy was endorsed at the joint Ministerial Troika Meeting on 15 May. It has been prepared by EU and AU officials that have participated in negotiations since February. The draft outline will be made public shortly.

Views from civil society, parliaments and member states will continuously be taken into consideration up until the Lisbon Summit, where the final version of the strategy should be endorsed. It was reiterated at the Ministerial Troika that the summit is planned to take place in December this year.
